If you aren't at the point where you want to let others know you no longer feel hostility towards them that's okay, the forgiveness is for you. Forgiveness does not mean forgetting or condoning, it means letting go of the emotions that are tearing you up inside, and are causing you further harm. You can't change what happened but you can choose your response.
And if you are not ready to send love to someone who hurt you that is okay too. Do the following exercise to help to open your heart. The levels get increasing more difficult until you reach the person you are trying to forgive. Even if you are not able to reach that level you will have brought more peace to yourself and the world.
